King County Metro's ORCA Business Operations (OBO) team is seeking an experienced project/program manager to help streamline team operations and advance ORCA program goals and initiatives.

OBO is a small team comprised of project managers and ORCA system experts who partner with internal and external stakeholders to develop and maintain our regional fare payment system so that it is easy to use and responsive to diverse customer needs. The OBO team sits in the Customer Communications & Services section of the Mobility Division in the Metro Transit Department of King County, and is the primary liaison to our partners at other ORCA transit agencies. This team is the central point of contact for all King County employees and teams in matters regarding ORCA fare payment including customer and staff support issues, regional partner and vendor relationship management, program administration, and implementation of new system functionality. OBO places a strong emphasis on customer service and their mission is to ensure that ORCA users have a convenient, reliable, and superior experience with the ORCA system by addressing system problems head on, developing resources to help users navigate the system within their given function, and prioritizing new system functionality that centers Metro's vision and customer needs.

The successful candidate for this position will play a vital role in advancing these efforts by leading special projects, facilitating stakeholder engagement, supporting the manager with program administration tasks to ensure continuous support for critical functions, developing plans, policies, procedures, tools, and trainings for a broad range of users, and using data to develop reports and analyze operations to encourage continuous improvement for all. They will demonstrate excellent interpersonal and organization skills to track and manage projects involving multiple user groups while accomplishing independent projects simultaneously. The successful candidate will have strong problem-solving and analytical skills, and experience using data to make informed decisions.

Job Duties

As the ORCA Project/Program Manager III, you will:

Program Management
  • Independently lead projects as assigned by the manager, including the development of project plans that incorporates scope, schedule, and deliverables
  • Actively participate in identifying, prioritizing, and designing new system functionality and their outcomes to align with Metro's needs and larger program objectives
  • Collaborate with internal and external partners to develop functional requirements and deployment strategies for new technology changes
  • Coordinate detailed document reviews and testing procedures with subject matter experts
  • Lead change management efforts, especially in the development and delivery of necessary communications for staff and leadership like announcements, presentations, briefings, reports, decision requests, and trainings
  • Diplomatically facilitate dispute resolution while protecting our partner relationships and King County reputation
Document & Analyze
  • Develop complex reports for use by multiple audiences including leadership, front-line staff, and customers
  • Use quantitative and qualitative data to analyze the effects of process and system changes on various lines of business and make recommendations for changes to project scope or direction
  • Maintain an internal SharePoint site where staff can easily access resources and support
  • Create a wide range of policy, procedure, informational, and reference documentation
  • Perform regular audits of various system activity to monitor adherence to policies and identify opportunities for improvement
Team Operations & Support
  • Support the OBO manager in core operational functions like meeting facilitation, administrative tasks, and team lead duties in the manager's stead
  • Support other OBO members with their projects and elevated issues as needed
  • Actively contribute in meetings to foster a culture of collaboration, respect, and growth
  • Assist in hiring activities as needed
  • Other duties as assigned

Experience, Qualifications, Knowledge, Skills



We are looking for candidates who meet these minimum qualifications:
  • At least 5 years of experience applying basic project management fundamentals
  • Superior organizational skills to manage a variety of tasks and projects simultaneously
  • Flexibility and the ability to prioritize complex tasks within tight time and budget constraints, and to readily change priorities as needed or as directed.
  • Demonstrated ability to work collaboratively with a diverse group of stakeholders and successfully develop partnerships, negotiate agreements, and facilitate consensus
  • Excellent verbal and written communication skills to interact professionally with people from all levels of the organization as well as members of the public
  • Experience developing and presenting training and informational materials to audiences with varying degrees of understanding
  • Experience writing and maintaining policies and procedures
  • Ability to gather and present an assortment of data using various software programs and tools in a clear and accessible manner to all audiences
  • Strong attention to detail with demonstrated ability to interpret information, make meaningful connections between cause and effect, predict possible outcomes, and make strategic decisions
  • A continuous improvement and team-oriented mindset to tactfully identify opportunities for efficiency
  • Demonstrated personal integrity, reliability, and dependability
  • Intermediate skills using the Microsoft Suite (Word, Excel, Outlook, PowerPoint, SharePoint, and OneDrive)
DESIRED SKILLS/EXPERIENCE

The most competitive candidates will also have these skills or experience:
  • Understanding of the ORCA fare processing system
  • Customer service and/or project management experience in the public sector
  • Advanced proficiency in SharePoint administration
  • Experience using Power BI, Salesforce, Visio, MS Project and/or other project planning software
  • Understanding of software release principles
  • Experience leveraging programming languages like DAX, SQL, C++, Python, etc.

This recruitment will also be used to fill one career service Project/Program Manager III position and establish an eligibility pool to fill future Career Service opportunities in this classification within the Mobility Division. Work Schedule:
The work week is 40 hours, Monday through Friday. Work hours are typically 8:00am-5:00pm but can be flexible with approval. As an exempt role under the Fair Labor Standards Act, it is not eligible for overtime pay. The employee in this position will be expected to work at King Street Center (201 S Jackson St, Seattle) or other King County facility at least one day per week or as otherwise directed by the manager.

Work Location(s):
This is a hybrid position. The main onsite location is King Street Center 201 S. Jackson St., Seattle, WA.

Teleworking Requirement:
The work associated with this position is currently being performed in a hybrid fashion including teleworking, complemented with onsite work and meetings as needed. Frequency of onsite work will vary based on business and operational needs. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. Employees will be provided with a County issued laptop and must maintain a home work space with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
