The Social Services Professional joins the King County Veterans Program (KCVP) to provide comprehensive services, including assessment, counseling, guidance, and supportive services to eligible veterans, service members, and their families. This posting may be used to fill other similar Career Service Social Services Professional positions within KCVP for up to 6 months after filling the available position. KCVP has two office locations: Tukwila and Northgate/Seattle. This position may be assigned at either of the two locations depending on operational need.

WORK SCHEDULE/CONDITIONS: This position is scheduled to work 40 hours per week, Monday through Friday, 8 am to 5 pm, full-time on-site at either the Tukwila or Northgate/Seattle location, depending on operational need. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by PSEU Local 519.

MISSION CRITICAL POSITION STATUS: This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. Job Duties

  • Determine client eligibility for various veteran programs and other social service programs according to complex local, state, and federal regulations.
  • Complete extensive eligibility documentation.
  • Complete program assessment tool for barriers to employment, housing, benefits, and productive living.
  • Assist veterans in finding and keeping employment through comprehensive planning, referrals, job search training, placement, and retention services.
  • Assist veterans in finding and/or keeping housing through comprehensive planning, housing search, coordination with housing systems and partners, and supporting transportation for clients to various locations in support of housing plans.
  • Provide counseling services, case management, and planning to include individual treatment plans, location of adequate housing, referral, and coordination of services with appropriate community resources, preparation of King County financial assistance vouchers, and communication with vendors in the community.
  • Develop and maintain effective working relationships with veterans.
  • Mediate, problem-solve, advocate, and coordinate individual services for veterans and their families.
  • Develop and maintain strong working relationships with the veteran service delivery community, community-based organizations, training and employment institutions such as WorkSource, State agencies such as DSHS and ESD, housing programs such as SSVF, LIHI, CCS, and HUD/VASH, Federal agencies such as the VA Regional Office and VA Medical Center, VSHSL-funded organizations, and Veterans Service Organizations.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Bachelor's Degree in social work or related field and at least two years of recent social work/case management experience. Qualifying work experience may substitute year for year of education.
  • Recent experience with adults presenting multiple and complex problems requiring multiple system involvement for resolution.
  • Knowledge of federal and state laws pertaining to the rights, privileges, and benefits for veterans and other military personnel and their dependents and beneficiaries and services provided by Veteran's Affairs and other veterans' organizations.
  • Demonstrated ability to complete eligibility and assessment tools within the context of complex regulations and definitions to complete extensive technical documentation for case notes and claims in a legible manner that can be read and understood by others.
  • Demonstrated experience developing housing plans and matching clients with appropriate housing. Experience with housing searches, application completion, client transport, home visits, etc.
  • Demonstrated experience assisting clients find and keep employment through comprehensive planning, job search training, placement, and retention services.
  • Demonstrated ability and experience in developing and maintaining effective working relationships with community-based organizations, community service providers, training institutions, employers, clients, and staff.
  • Demonstrated ability to engage and motivate Veteran clients from diverse backgrounds and recognize and overcome attitudes or emotions that hinder effective communication in order to secure information and facilitate the client's ability to develop and attain personal goals.
  • Demonstrated ability to effectively advocate for services on clients' behalf, including mediation when other problems are present.
  • Demonstrated ability to perform community outreach and recruitment activities and communicate program goals.
  • Demonstrated ability to work independently and as part of a team in order to facilitate comprehensive program solutions.
  • Demonstrated ability and willingness to provide de-escalation and crisis support to clients.
  • Proficiency in the use of personal computers, with working knowledge of MS Word, MS Excel, database programs, Internet, and Outlook.
  • Ability to pass a post-offer/pre-hire Washington State Patrol Background Check.
  • Valid Washington State Driver's License or the ability to travel around the county in a timely manner.

  • Recent experience working with veterans and within the Veteran community.
  • Recent experience working with clients in shelters.
  • In-depth knowledge of the Veteran systems at the federal, state and local level.
  • Knowledge of federal and state laws pertaining to the rights, privileges, and benefits for Veterans and their dependents.
  • Knowledge of King County housing resources to include shelter, transitional housing, subsidized housing, GPD
  • Knowledge of crisis intervention and de-escalation theory and practice.
  • Skill in facilitating a treatment plan involving several providers/services.
