King County Metro Transit's Rail Business and Administration Section has an exciting opportunity for a Special Duty Assignment (SDA) Administrator II. This position offers a hybrid work environment, and the opportunity to gain supervisory and leadership experience while making an impact through administrative work.

Successful candidates will have experience providing a broad range of administrative services such as personnel, budget, problem solving, program development and administration functions for the Rail Division and its Sections. The Administrator II, working under the supervision of the Business Analyst Senior, will be primarily responsible for strategic planning, records management, administrative policy guidance, Section Manager administrative support, recruitment tracking, committee support, SharePoint site administration, and coordinating administrative activities for assigned work groups, such as payroll processing, employee reimbursements and grievance tracking. A key project will be helping support administrative services for the Link East Base facility in Bellevue, WA.

Position Information: This recruitment will be used to fill one (1) special duty Administrator II assignment within the Rail Division's Business and Administration team that is expected to last 6 months, with possibility of extension .
About Link Light Rail
Metro Transit's Rail Division manages and maintains Sound Transit's Link Light Rail service, which currently spans a 24.5-mile route from Angle Lake to Northgate and a 6.6-mile route from Redmond Technology to South Bellevue. By the end of 2026, the Light Rail is projected to expand to nearly 60 route miles, including the addition of 11 new stations. These rail services complement Metro's extensive fixed-route bus system and mobility services. Puget Sound transit agencies are collaborating to create an integrated transit network that enables people to travel farther, faster, and more easily.

Job Duties
Applying

- Be the delegated authority to independently handle many daily administrative support duties for and on behalf of the managers.
- Develop, implement and evaluate methods for monitoring existing and new administrative systems to support work activities at the unit, section, division and/or department levels.
- Analyze and evaluate data for assigned research projects and technical systems, assess program models and prepare summary reports.
- Interpret and provide management with information on current administrative policies and procedures and legislation.
- Participate in strategic planning efforts and help develop and/or revise policies and procedures for assigned work unit.
- Maintain organized, accurate, and accessible records and filing systems, including complex records, correspondence, and related documents. Filing systems include digital and physical documents.
- Maintain group calendar s , schedule meetings, take notes , prepare and distribute meeting minutes, track and log trainings, create and maintain distribution lists and provide support with necessary equipment for various group meetings or committees .
- Develop and coordinate programs or projects for assigned work unit.
- Prepare presentation materials and publications for internal use.
- Supervise lower - level administrative staff in assigned work unit, such as Transit Administrative Support Specialists IIIs (TASS IIIs).
- Provide technical expertise to other internal staff on a limited basis.
- Represent the work unit, division or department on internal and external committees or task forces.
- Serve as liaison between the manager and internal and external groups or individuals.
- Maintain and update data and materials related to division functions by utilizing MS Office 365 applications and specialized database systems ( i.e. Oracle EBS, Peoplesoft, or similar such software).
- Monitor and maintain inventory, order, collect and distribute supplies.
- Use a County purchasing card and requisition on behalf of work group, as necessary.
- Prepare forms required for personnel transactions, requisition forms, purchase orders, and expense reports.
- Compose, draft, type, proofread and edit documents, contracts and/or various correspondence to ensure they conform to the appropriate use of the English language, King County Editorial Style Guide and internal established procedures.
- Perform complex and critical administrative support, providing lead administrative support and secretarial duties for managers and other professional staff.
- Maintain electronic tracking mechanisms and tickler file systems to track correspondence, inquiries, requests, and reminders from various sources.
- Arrange and prepare travel and training documents/logs.
- Maintain confidentiality while earning trust and respect of co-workers through honesty, integrity, and professionalism in all interactions.
- Assist with special projects as needed and perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
Candidates must meet the following
minimum qualifications to be considered for the position:
- Advanced knowledge of administrative support services, such as payroll processing, policy guidance, employee reimbursements, information systems, technology principles, and advanced skill in Microsoft Office products.
- Experience leading, supervising, and/or mananging a team.
- A strong background in administrative support and ability to use good judgment in making independent decisions with a high degree of tact and diplomacy, OR an equivalent background of education and experience.
- Demonstrated customer service skills, and ability to work and communicate with diverse groups of customers in person, verbally, and written ability to maintain confidentiality and use discretion when handling sensitive information.
- Knowledge of project management and data collection principles, practices, procedures, and techniques.
- Ability to develop, prepare, and maintain complex database reports, including charts, graphs, and tables.
- Excellent organizational skills are required to work on a number of projects simultaneously and to complete projects within specified deadlines.
- Demonstrated ability to effectively problem solve, apply good judgment and initiative.
- Skilled in the use of personal computer programs including Microsoft Word, Excel, Outlook, SharePoint, PowerPoint, and Adobe.
- Demonstrated strong attention to detail. Proven ability to multi-task and remain organized in a fast-paced environment with multiple deadlines and changing priorities.
Desirable qualifications include:
- Knowledge of PeopleSoft or other similar payroll and time-keeping software.
- Knowledge of Oracle or other similar financial software. Knowledge of Laserfiche or equivalent electronic filing system.
- Experience with Bl Launchpad and Enterprise Asset Management (EAM) reporting.
- Knowledge of Metro Transit policy & procedures.
- Knowledge of Lean/Continuous Improvement principles.
- Demonstrated skill in planning, organizing, time management, and handling competing priorities, and producing quality detailed work within tight timeframes.
- Demonstrated skill in applying project management principles and practices.
- Positive, collaborative, flexible disposition; equally adept at working independently or as part of a team.
- Ability to work in a fast-paced, dynamic environment.

Work Schedule

On-site work is normally performed at the Seattle Central Link Operations and Maintenance Facility (3407 Airport Way S. Seattle, WA 98134) and the Bellevue East Link Operations and Maintenance Facility ( 1925 120th Ave NE, Bellevue, WA 98005 ).

Teleworking Requirement
The work associated with these positions will be performed predominantly in a hybrid work environment working in the office and from a home office. Rail employees will have access to shared workspaces at various Sound Transit (King County) facilities. Employees must reside in Washington State and within a reasonable distance to the jobsite to respond to workplace reporting requirements.
Rail employees will be provided with a laptop issued by Sound Transit, with the necessary software to fulfill the requirements of the position. Employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
