The Functional Analyst II position is a great opportunity to join King County Sheriff's Office and the Computer Resource Unit. As the liaison between department end-users, Payroll, HR and software vendor, the Functional Analyst II will focus on solving immediate problems while developing long-term process improvements. Technical savvy, outstanding interpersonal skills and the ability to move fluidly between daily maintenance and big-picture development are highly desired.

Job Duties
The Functional Analyst II will consult with customers to define functional requirements for automated systems and ensure the daily maintenance of systems. Business units may include; online education/training, records/database management, payroll and records research. Duties include:
- Provide a high volume of end-user support;
- Use diplomacy and tact along with interpersonal and organization savvy to anticipate issues relating to scheduling, overtime and pay, while complying with complex policies and procedures;
- Define and document customer business functions and process; conduct workflow, data conversion, develop and make recommendations for systems changes;
- Perform systems administration. Resolve system problems, administer roles and permissions, perform audits, ensure data integrity, maintain current modules, tables, queries, and reports; analyze and test proposed system changes prior to implementation; customize applications by adding or modifying fields and panels for modules or systems. Research and provide feedback on trends, patterns, and utilization of automated systems;
- Develop queries and reports. Document tables and data used in the preparation of reports and queries; develop data dictionaries, data models, and other data management tools;
- Prepare system documentation and requirements. Draft technical system analysis and flow documentation, conduct interface, gap and cost/benefit analysis and document findings;
- Prepare and give user training. Develop and update training materials and guidelines on system changes, enhancements, or updates; provide training and updates to customers on system changes, and innovative process improvements;
- Maintain system integrity. Participate in or establish change management processes according to 12+ contracts. Evaluate established methods and procedures and prepare recommendations for changes;
- Communicate with stakeholders on system processes, applications, and modifications;
- Perform other duties as assigned
Experience, Qualifications, Knowledge, Skills
Qualified candidates must have a Bachelor's degree in Computer Science or a closely related field OR a commensurate amount of relevant work history and/or experience, including a minimum of two (2) years of the following experience;
- Knowledge and understanding of client organizational business systems and practices, business systems integration and design, work flow analysis and process re-engineering;
- Knowledge, understanding and technical skill in systems analysis; relational databases and automated systems data modules, automated systems testing procedures, data conversion analysis, design, and troubleshooting applications; table relationships, and views;
- Experience in using report and query writing languages and writing system documentation and technical reports;
- Experience in interpreting complex instructional manuals, guidelines, and procedures;
- Skill in common desktop workflow tools, including but not limited to Microsoft Office Suite: Excel, Power Point, Visio and Word;
- Experience in analytical thinking, problem solving, resolving conflicts and bringing others to consensus;
- Experience in planning, organizing and project management principles and practices;
- Skill in oral and written communication including conducting technical training and presentations;
- Skill in providing customer service and end-user and formal and informal training;
- Skill in working with a variety of individuals from diverse backgrounds;
- Skill in handling multiple competing priorities and producing quality detailed work within tight timeframes;
- Skill in working effectively and cooperatively with other staff and customers;
- Reliable and consistent attendance.
DESIRED QUALIFICATIONS: - Experience with payroll and scheduling systems
- Knowledge of relational database fields, queries and structure
- Experience with on-line training systems, including supporting training development, performance and scheduling data management.
