AIRPORT CHIEF FINANCIAL OFFICER

Salary Range:  $140,000-$155,000 plus excellent benefit package.

The Albany County Airport Authority is seeking a Chief Financial Officer (CFO) to provide financial leadership and oversight of key financial operating functions and support the achievement of the Authority’s financial goals and strategic initiatives. The CFO reports to the Chief Executive Officer (CEO) of the Authority and also interacts with the Board of Directors.

The CFO assumes the overall management and direction of the Authority’s financial operation including day-to-day responsibility for planning, implementing, managing and controlling all financial-related activities. This includes specific oversight for accounting, finance, budget & forecasting, strategic planning, capital program control and borrowing, purchasing & contracting, audit program integrity, financial policy, insurance, directing the fiscal health and control, and maintaining key relationships with regulatory agencies, airlines, cargo carriers, vendors, tenants, permit holders, and management companies.

General Statement of Duties: Senior Manager responsible for the duties of the Designated Financial Officer under the Authority’s Master Bond Resolution and responsible for the development and implementation of appropriate financial, accounting and administrative systems and controls; develops annual operating budget and capital asset financing plan and, does related work as required.

Distinguishing Features of the Class: This is a professional position involving the responsibility for providing financial, accounting and administrative management relative to operations of the Albany Airport. The CFO reports to the Chief Executive Officer (CEO) of the Authority, also interacting with the Board of Directors. The work requires the exercise of independent judgment.

Examples of Work: (Illustrative Only)

FINANCIAL PLANNING AND BUDGETING:

  • Coordinate the organization of financial and accounting functions.
  • Assist in the preparation of a long-range strategic financial plan and the establishment of annual objectives to implement same.
  • Monitor and report on progress toward established operating goals and objectives.
  • Prepare ongoing operating and financial forecasts and monitor against actual operations.
  • Facilitate effective coordination and flow of financial information and priorities between management and the departments.
  • Prepare the annual operating and capital budgets. Coordinate the preparation of such budgets with Airport management to ensure the accuracy of budget information.
  • Assess income and expense trends to determine actions necessary to assure that operations remain within budget.
  • Coordinate the preparation and implementation of annual operating rates and charges with the Airlines and Airport tenants.
  • Prepare the annual report of the Authority. Assist the Finance Committee of the Authority.

PERSONNEL:

  • Oversee the accounting department. Supervise accounting and clerical personnel including their training.
  • Supervise the Personnel Office. Coordinate the continued development and administration of employee benefit programs.
  • Ensure accuracy and controls of the employee time and payroll system. Review and approve payroll expenditures.
  • Participate in the preparation for collective bargaining negotiations and the administration of collective bargaining agreements and personnel related activities.

INTERNAL FINANCE AND ACCOUNTING PROCEDURES AND CONTROLS:

  • Develop financial management systems and implement all internal accounting systems and control procedures.
  • Coordinate the operation and update of the computerized accounting system.
  • Prepare and maintain accounting and operating control and procedure manuals and monitor compliance with same.
  • Ensure Post-issuance bond and debt covenant compliance.
  • Administer the Authority’s compliance with retirement and benefit plans and services as Trustee of the Authority-funded Other Post-Employment Benefit Trust.
  • Prepare and present to the Authority monthly, quarterly and annual operating Financial statements, capital expenditures reports and cash flow analysis comparing budget to actual on a timely basis.
  • Develop policies and procedures for purchasing and inventory control for all goods, materials, and services.
  • Supervise the administration of contracts, leases and grant agreements to assure compliance with terms and conditions.
  • Plan and direct internal audit functions and coordinate the annual outside audit by an independent accounting firm.

CASH MANAGEMENT:

  • Manage day to day cash flow by monitoring receivables, payables and investments.
  • Plan, establish and monitor investment programs and administer the bank accounts.
  • Approve and pay all expenses.
  • Monitor accounts receivable and recommend collection actions where necessary.

CAPITAL FINANCE:

  • Maintain and update annually the multi-year capital expenditure and funding plan.
  • Coordinate the activities of financial and legal advisors to structure, market and close bond   and note sales.
  • Prepare appropriate disclosure statements and coordinate with debt and credit rating agencies and investors.
  • Control and account for all capital acquisitions, funds and expenditures.
  • Monitor the status of all Federal and State grants and execute the drawdown of disbursement funds. 
  • Maintain schedules of all fixed assets and related debt

GENERAL:

  • Report to the Chief Executive Officer, and as required, to the Treasurer, Board and the Finance and Audit and Finance Committees of the Authority.
  • Perform other financial management duties as assigned by the Authority Board or Chief Executive Officer.
  • Responsible for cyber security, electronic banking controls, and compliance with Payment Card Industry standards.

Required Knowledge, Skills and Abilities:  Knowledge of governmental generally accepted accounting principles including but not limited to as they apply to the operations and capital program of an Airport; knowledge of budgeting, accounting, financial reporting requirements; knowledge of personnel, purchasing, cash management, capital assets and data processing systems required to support the operations of an Airport; ability to meet and deal effectively with the Board of the Airport, the public and with customers and vendors; strong verbal skills; demonstrates good professional judgment, tact and courtesy, physical condition commensurate with the demands of the position; initiative, and hard working.

Acceptable Experience and Training:

A.  Graduation from an accredited college or university with a Bachelor’s degree in accounting, finance and/or business administration and (10) ten years of experience in financial and accounting administration. CPA is required, experience in Airport financial and accounting administration preferred; with proven business judgment and strong analytical and planning skills.

B.  Master’s degree in accounting, finance and/or business administration and eight (8) years of experience in financial or accounting administration. CPA is required, experience in Airport financial and accounting administration preferred; with proven business judgment and strong analytical and planning skills.

C.  Any equivalent combination of training and experience as indicated in (A) or (B).
