King County voters approved a nine-year property tax Crisis Care Centers (CCC) Levy in April 2023 to fund the Crisis Care Centers Initiative from 2024 to 2032. The Initiative will create a countywide network of five Crisis Care Centers, restore, and expand mental health residential treatment beds in the region, and invest in the recruitment and retention of the community behavioral health workforce. Crisis Care Centers are a type of behavioral health facility that will have three core components: a 24/7 Behavioral Health Urgent Care Clinic, a 23-hour Crisis Observation Unit, and a Crisis Stabilization Unit. Crisis Care Centers will use a "no-wrong door approach" and will endeavor to accept, at least for initial screening and triage, any person who seeks behavioral health crisis care. Crisis Care Centers will also be expected to provide a Post-Crisis Follow-Up Program to promote post-crisis stabilization for people who receive services at Crisis Care Centers.

The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a Project/Program Manager I (PPM I) to provide comprehensive support functions that span across all Crisis Care Center (CCC) Levy strategies and BHRD. This role is a unique entry-level Project/Program Manager opportunity.

In this role, you will be at the heart of supporting the CCC Levy strategies, programs and projects through a blend of analytical, coordination and administrative expertise. You'll draft, proofread, and finalize crucial correspondence with a keen eye for detail, and help shape impactful briefing materials, reports, and presentations that explain how the CCC Levy will change people's lives.

Your responsibilities will span from gathering vital project data and managing comprehensive meeting schedules and provide hands-on technical support for both in-person and virtual events. You'll prepare and circulate meeting agendas, take precise minutes, and track action items to ensure nothing falls through the cracks.

As a records management expert, you'll establish and maintain robust record-keeping practices and manage technology platforms like Microsoft Teams and SharePoint. You'll serve as a key liaison for audits and public records requests, document new processes, support onboarding for new hires, and contribute to the development of the CCC Levy annual report.

You will also provide direct support to the Chief of Strategy & Operations and work closely with other members of BHRD.

WORK SCHEDULE/CONDITIONS: This position is nonexempt (hourly) and is eligible for overtime with supervisory pre approval. Typical hours are Monday - Friday 8am-5pm. The position is not represented by a union.

TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

E mployees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties



Provide analytical, planning and coordinating functions related to all Crisis Care Center Levy strategies while supporting specific projects/programs.
  • Draft, format, proofread and finalize various correspondence with high attention to detail. Assist with reviewing and developing briefing material, reports and presentations for internal and external consumption that is consistent with DCHS branding.
  • Assist with various CCC Levy projects and programs by gathering data, references, documents, and other materials.
  • Provide scheduling support including in-person and virtual meetings and events both internally and externally facing. This support will include reserving locations, setting up equipment and providing audio/visual technical support during meetings and presentations.
  • Assist with internal and external meeting agenda preparation, its dissemination and the preparation of documents.
  • Take accurate and complete meeting notes and track action items for follow-up.
  • Route and/or respond to inquiries made by the public through the DCHS online portal and CCC-specific inboxes.
  • Review draft contracts and amendments for accuracy and ensure formatting requirements are followed, when requested.
  • Coordinate with the DCHS Fiscal team to obtain finance information, such as POETAs, when requested.
Responsible for ensuring the CCC Levy Team and matrixed team members have awareness of and follow King County record management policies and practices, serve as a BHRD Modern Workplace Lead and an internal liaison to produce records.
  • Serve as a King County Records Lead to the CCC Levy Team.
  • Serve as Content Manager subject matter expert for BHRD to ensure accurate archiving of documents.
  • Serve as a Modern Workplace Lead for BHRD and assist with developing and maintaining the BHRD Hub site to support consistent and accurate information across the division.
  • Establish protocols for consistent file structures and document naming conventions for all CCC Levy related records.
  • Set up and manage Microsoft Teams and SharePoint sites, including other technology platforms, used by members of the CCC Levy Team and across BHRD and following DCHS standards.
  • Serve as a BHRD internal liaison to the CCC Levy Team to obtain information required as part of an audit or public records request.

Provide direct support for the Chief of Strategy & Operations and work closely with BHRD's Chief of Administration & Staffing to support various needs and operations for BHRD.
  • Scheduling support for the Chief of Strategy & Operations and/or other members of BHRD's Executive Leadership Team, as needed.
  • Assist with identifying and documenting new processes that have division-wide impact and developing BHRD standard operating procedures to ensure alignment of internal systems with Department and county-wide strategies, direction and guidance.
  • Assist with the BHRD onboarding new hire process, including providing orientations regarding the CCC team's body of work.
  • Support development and project management of the CCC annual report.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • At least three years of recent experience providing support to senior level management, large teams and/or complex projects and/or programs OR a combination of education & experience that demonstrates the ability to perform the job duties of the position.
  • Experience and knowledge of gathering and analyzing data, outcomes, reports, and quality improvement recommendations with the ability to develop formal reports and other documentation.
  • Experiencing using and maintaining Microsoft TEAMS and SharePoint, including the development of sites.
  • Strong organizational skills and written and oral communication.
  • Acute attention to detail.
  • Effective analytical and problem-solving skills.
  • Demonstrated ability to work independently and as a member of a team.
Desired Qualifications:
  • Previous professional or lived experience in the behavioral health system.
  • Experience with records management and King County records retention guidelines.
