King County Metro Transit's Rail Division is seeking an experienced and strategic leader to serve as the Wayside Maintenance Section Manager.

This senior leader will report to Rail's Senior Activation and System Expansion Manager and will work in partnership with employees, colleagues, and stakeholders to foster a culture of safety, driving operational excellence and supporting Metro's commitment equity and sustainability.

The Wayside Maintenance Section Manager is responsible for managing programs and staff within the Wayside Section o verseeing the business strategy, planning, operations, and service delivery of the following workgroups: Supervisor Control and Data Acquisition (SCADA), Signals & Communications, Track and Right of Way, and Wayside Maintenance Planner. You will develop, implement, and oversee long-term business and employee strategy for the Wayside Section to support the Rail's success, including strategic initiatives, budget and finance, communication, and section processes and procedures.

About Metro Transit's Expanding Rail Division

King County Metro Transit's Rail Division manages and maintains Sound Transit's Link light rail service and City of Seattle's streetcar system. Link light rail currently spans a 33-mile route from SeaTac to Lynnwood and a 6.6-mile route from Redmond to South Bellevue. By the end of 2026, light rail is projected to expand to nearly 60 route miles, adding seven new stations. Additional expansions to the Link system will be coming online for years to come.

Seattle Streetcar includes the 1.3 mile South Lake Union line and the 2.5 mile First Hill line, proudly serving the diverse and vibrant communities around Seattle's downtown core. These rail services complement Metro's extensive fixed-route bus system and mobility services. Puget Sound transit agencies are collaborating to create an integrated transit network that enables people to travel farther, faster, and more easily.

This recruitment will immediately fill one (1) fully benefitted Special Duty Assignment (SDA) position with an anticipated duration of 6 months, with the potential to extend. This recruitment may be used to create an eligibility list to fill future Special Duty Assignment (SDA) openings in this classification and within this division. Eligibility lists remain valid for six (6) months upon creation, or until the list is exhausted, at the discretion of the hiring authority.

Job Duties

As the Wayside Maintenance Section Manager, you will:

Senior Leadership & Cross Divisional Collaboration
  • Serve as an active and engaged member of Rail's Senior Leadership Team, providing strategic counsel to Division leaders and collaboration across Rail's different sections to ensure a consistent employee experience.
  • Develop and maintain a culture of care, inclusion and belonging within the Wayside Section by:
    • Leading, helping develop, and motivating employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly.
    • Developing and leading a communication strategy for the Section.
    • Overseeing process and procedures for the Section, creating clarity and consistency for the Section in coordination with the rest of the Division.
    • Ensuring that employee and public safety continues to be Metro's highest priority, maintaining strict adherence to safety rules and procedures and continually seeking to enhance safety practices.
Safety & Operational Excellence
  • Provide safe and effective operations and strategies for the Section, with a focus on continuous improvement by:
    • Leading and overseeing the planning, operations, and delivery of Wayside functions to the Division.
    • Developing and implementing innovation and strategic initiatives to shape the effectiveness of the section in the near and longer term.
    • Overseeing budget and resources for the Section.
    • Understanding data and building reports from various sources such as EAMS, Excel, and other operations and maintenance platforms in order to plan and prioritize material management, maintenance planning or resource scheduling.
Employee Engagement & Organizational Culture
  • Provide effective strategies for expansion of the Wayside section to enable it to:
    • Open new locations and deliver on the promises made to the region.
    • Work with Superintendents to develop staffing models that support coverage needs.
    • Develop strategies for multi-base operations.
  • Maintain effective partnerships by:
    • Building and maintaining relationships with internal and external stakeholders to deliver excellent service, including key labor partners and Sound Transit partners.
  • Preform other duties as assigned.

Experience, Qualifications, Knowledge, Skills



Minimum Qualifications:
  • Five years of increasingly responsible management experience in Rail Wayside Maintenance, including knowledge of practices and industry standards of maintaining light rail systems, equipment and facilities OR any equivalent combination of education and experience leading to the ability to perform the duties of the position.
  • Knowledge and experience with overseeing high voltage and safety critical positions.
  • Basic understanding of Washington Administrative Code (WAC) and technical documents.
  • Understanding of an operating railroad and how on-track safety is applied.
  • Experience with rules and procedures that keep people safe in a variety of operating environments.
  • Ability to integrate equity mindset and methodology into continuous improvement activities.
  • Demonstrated ability to work effectively with individuals and groups from a variety of cultures and backgrounds.
  • Experience working with labor, within unionized environments.
  • Demonstrated experience in communications and decision-making that reflect fairness, respect, equity, and inclusiveness.
  • Demonstrated experience in supporting and building on a culture of employee engagement which supports the development, coaching, and team building necessary for the workforce of the future.
  • Ability to manage multiple and shifting priorities; action-oriented.
  • Excellent written and oral communications skills, including the effective use of visuals in communication.
  • Ability to meet deadlines and work under pressure; problem-solver.

  • Ability to understand how basic business processes are relevant for specific county functions, and able to see how different county processes are connected or related to each other.

Work Schedule
This position is anticipated to be full time, assigned 40 hours per week, typically Monday through Friday. This position is exempt from the provisions of the Fair Labor Standards Act, and is therefore not eligible for overtime pay. This position is eligible for telework/remote work. Work outside of the normal workday is required periodically.

Union Membership: This position is not represented by a union.

Work Location: The work associated with this position will be performed predominantly in a hybrid work environment that is predominately remote telework completed with occasional onsite attendance as needed at Operations and Maintenance Facility Central located at 3407 Airport Way South, Seattle, WA 98134. Employees will have access to shared workspaces at various King County and Sound Transit facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a Sound Transit issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. King County has a robust collection of tools and resources to support working remotely.
