King County's Finance and Business Operations Division, Procurement & Payables section, is seeking an Assistant Contract Specialist for the Goods & Services Team!

This recruitment is to fill a Term-Limited Temporary position that is anticipated to end in December 2025. If filled by a King County employee who has passed their initial probation, the TLT will be a Special Duty Assignment.

Procurement & Payables : Our value stream begins with purposeful procurement planning, incorporates strategic sourcing, a streamlined solicitation process, and post award metrics to ensure that our contracts are providing the quality, cost, delivery, and service we expect. We leverage people, process, and technology to achieve these outcomes. Our Goods and Services staff is responsible for procuring materials, supplies, equipment, and services in support of King County's operational needs.

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:
  • Interact closely with agency staff throughout King County, and work with suppliers and contractors to ensure that county business is conducted openly, inclusively, and provides the best value.
  • Process requisitions, create purchase orders, and troubleshoot issues as needed in collaboration with internal and external stakeholders in King County's financial and procurement systems.
  • Monitor spend thresholds and help correct discrepancies.
  • Respond to purchasing and contracting related inquiries from internal and external customers.
  • Provide responsive, high-quality service by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner.
  • Support the preparation of competitive solicitations and other sourcing activities. Participate in the development and review of bid specifications, tabulations, solicitation documents, scope of work, technical specifications, and contract terms and conditions.
  • Compile project documentation ensuring complete and accurate auditable files. Ensure insurance requirements are met. Gather information for supplier disputes and respond to public disclosure requests.
  • Update standard work documents and prepare statistical reports.
  • Participate in process improvement projects to streamline operations and make processes more effective and efficient.
  • Ensure compliance with applicable laws, regulations, contract terms, policies, and procedures.
Minimum Qualifications:
  • Basic understanding of contract law, regulations, procurement methods, industry principles and best practices;
  • Ability to facilitate cross-functional discussions, resolve conflicts, and find resolutions;
  • Ability to effectively communicate, facilitate meetings, work independently, and collaborate as a team member;
  • Ability to manage your time and adapt to changing priorities, manage multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products;
  • Strong communication, interpersonal, writing and customer service skills;
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work;

  • Ability to work with people from diverse backgrounds.
We would love it if you have:
  • Oracle EBS, Oracle Cloud, or related experience utilizing procurement technology;
  • Procurement Certification(s) such as CPPB (Certified Professional Public Buyer), CPSM(Certified Professional in Supply Management) and/or CPSD (Certified Professional in Supplier Diversity);
  • Experience with LEAN processes and principles;
  • Experience with SharePoint, MS Teams and other collaborative online tools.

Position Information:
  • Work Site Details: The work associated with this position will primarily be remote with time in office as needed.
  • Location Requirement: Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule: This position is Non-Exempt from the provisions of the Fair Labor Standards Act and therefore is overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation: This position is represented by Teamsters 117.
Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work, remain available and responsive during scheduled work hours, and follow FBOD's Hybrid and Remote Guidelines including on-camera participation during virtual video meetings. King County has a robust collection of tools and resources to support working remotely.
