King County Metro Transit has an exciting career service opportunity for an HRIM Manager with the Employee Services group! The HRIM Manager is responsible for providing leadership, direction, oversight, and support for Metro’s Human Resources Information Management (HRIM) team, PeopleSoft, Laserfiche, and side-system scheduling/timekeeping systems. The person in this role will ensure a consistently high-level of quality deliverables to support Metro’s HRIM needs. This includes partnering with Department of Human Resources (DHR) and Metro divisions to plan future progression and deployment of the HR system and collaboratively overseeing the change management cycle, including communications and training related to system implementations and policy changes. 

This recruitment will be used to fill one current career service position in the Employee Services division and may be used to generate a pool for similar Career Service, Term Limited (TLT) and Special Duty Assignment (SDA) openings in this division.

Job Duties

  • Supervise and coordinate the activities of the HRIM staff including data input, processing, and maintenance of electronic and paper employee records, as well as the processing of employee information such as new hires, terminations, salary determination/changes, workflow design, workload calculations, reclassification, and status changes, ensuring the consistent interpretation of applicable collective bargaining agreements. 
  • Provide leadership to team members, to both existing staff and new staff on new processes and systems; work collaboratively with the team; evaluate individual and team performance, manage performance,  including motivating people to perform, listening, providing feedback, recognizing strengths, and overcoming challenges. 
  • Partner with others in Employee Services, Metro, and throughout King County to troubleshoot and problem solve and resolve issues that may impede success of day-to-day, short-term, and long-term work. Provide information and/or answers to Employee Services management, Division Directors, managers, and supervisors on payroll and human resources matters.  
  • Participate in the development and implementation of short and long-term division goals and objectives to ensure the delivery of effective and efficient services. Ensure appropriate processes to support activities such as position management, contract implementation, leaves, benefit enrollment, records management, etc. 
  • Develop and/or coordinate the development of audit reports. Develop and maintain people metrics reporting, and advanced and predictive analytics. Identify business challenges and use data analysis to help influence changes to the operations, processes, or programs. Monitor and assess statistical information reporting requirements; ensure the development of routine and specific reports in accordance with the needs of Metro, collective bargaining agreements, other King County departments, and external stakeholders. Research reasons for data anomalies and ensure appropriate corrections or adjustment are made.
  • Work collaboratively with the Business Resource Center (BRC) to manage and administer the human resources component of PeopleSoft in managing the data collection, maintenance, and the integrity of the system. 
  • Ensure compliance with local, state, and federal policies, procedures, and regulations.
  • Serve as PeopleSoft Department Security Officer. Develop and deliver, or oversee the development and delivery of education and training programs on a variety of enterprise products, including PeopleSoft and Laserfiche applications. 
  • Be the HR point of contact for Metro’s side-system scheduling/timekeeping systems for pay issues, system updates, or interface file questions. 
  • Be participating member of BI Insights Data Governance group.  
  • Attend Labor/Management and third-party hearings as necessary. Work collaboratively with BRC and Office of Labor Relations (OLR) on contract implementations, merit increase process, and year-end and year-beginning activities. 
  • Lead the human resources business process improvement activities through methods such as analyzing process design and flow, leveraging technological capabilities, and recommending improvements using technological functionality and participating as a member of a team to build project plans and implement improvements. Contribute to the planning, development, implementation, and evaluation of Metro’s strategic system road map
  • Research and prepare confidential labor relations reports relating to negotiations, grievances, Department of Labor and Industries (L&I) inquires.  
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

This position requires a Bachelor’s Degree in Business Administration, Information Technology, or Human Resources and 3-5 years of experience in human resource information systems or equivalent experience and education that demonstrates qualifications to perform the job.

  • Have robust knowledge of PeopleSoft structure, functions, and processes.  
  • Demonstrate ability to communicate technical concepts and processes using clear, simple language and visuals. 
  • Have the ability to effectively plan, set priorities, allocate resources, and manage complex tasks, including coordinating with individuals and teams across the Department.
  • Have the ability to anticipate, draw conclusions, and adapt to changing needs. Have the ability to identify gaps in processes, gather information from stakeholders, and develop plans to mitigate those gaps. 
  • Have skills in constructive conflict resolution and ability to work around obstacles to ensure success. 
  • Demonstrated ability to work well with people, lead teams, and manage collaboratively to achieve positive results, including the ability to be a strong collaborative partner, exercising a high level of tact, good judgment, discretion, diplomacy, and cooperative working relationships with diverse groups of people. 
  • Have familiarity with general human resources processes and procedures within the employee life cycle.   
  • Have strong delegation and time management skills. 
  • Have strong auditing, risk assessment, and compliance skills and experience.

Desirable Qualifications (not required):
   

  • Formal training in management of information systems, computer science, business management systems, or a similar discipline.   
  • Knowledge and experience with continuous improvement.
  • Familiarity with King County human resources and/or payroll processes.

Work Schedule
The work schedule is normally day shift, Monday through Friday. This position is not subject to the provisions of the Fair Labor Standards Act, and is therefore not eligible for overtime pay.

 

TEMPORARY TELECOMMUTING REQUIREMENT

 

The work associated with this position will be performed remotely, at least through July 5, 2021 in compliance with King County’s telecommuting mandate. It ispossible that the work will be primarily performed remotely on an ongoing basis after July 5, 2021.  Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled workhours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
