Summary



The division of Health Sciences provides robust assessment and evaluation work and population health strategies to influence public health with a focus on community conditions through data, evidence, and emerging best practices in partnership with the community.

The division is comprised of several key programmatic sections, including Assessment, Policy Development, and Evaluation (APDE), Chronic Disease and Injury Prevention (CDIP), Best Starts for Kids (BSK), Communities of Opportunity (COO), Overdose Prevention and Response, and the Regional Office of Gun Violence Prevention. These programs work to advance health equity through its policy and systems work, health prevention and promotion efforts, and data/evaluation activities. The basis of our equity work is a commitment towards becoming an anti-racist system. The programmatic work is supported by a backbone team of finance, administrators, and operations project management staff.?

The division is dedicated to working with community partners to address the root cause of health disparities and improve population health outcomes; providing the functions of assessment, epidemiology, and program evaluation; and advancing health equity in the community through strategies at the individual and environmental levels that promote protective factors and reduce risk for chronic disease, injury, and violence. Chronic Disease and Injury Prevention (CDIP) works with community partners, providers, and other stakeholders on the prevention of the leading causes of death and disability (i.e., healthy eating/active living, tobacco and youth marijuana prevention, and violence and injury prevention) to create conditions that promote equity and lead to healthier community conditions. CDIP also provides programs to address breast, cervical and colon health, and supports the use of community health workers in addressing asthma and other health conditions for all.

Altogether, the work is carried out by over 100 employees across more than 10 programs in the division of Health Sciences.

Position Summary:
The division of Health Sciences of Public Health - Seattle and King County is seeking an outstanding operational leader serve as Deputy Division Director of the division of Health Sciences. This position co-leads the Leadership Team that provides strategic, policy, programmatic, and budget oversight for the division. The Deputy Director reports to the Director of Health Sciences.

This internal-facing position focuses on supporting overall operations and management of the division with key responsibilities that include:
  • guiding and supporting change management efforts;
  • driving quality improvement of internal processes and procedures;
  • implementing enterprise-level priorities and initiatives across the County, Department and division;
  • actively contributing to create and sustain a healthy and productive work environment;
  • advancing the division's commitment to create an anti-racist system through the improvement of work processes and practices;
  • supporting the professional development of staff;
  • acting as a representative of the Director and the division on various County and Departmental workgroups/committees.
  • the Deputy Division Director will also take on special projects as needed.

Work Schedule
FLSA Exempt - not overtime eligible, 40 hours a week, M-F - Core work hours can vary between 8:00 AM and 6:00 PM, with some evening and weekend work, as required.

This position will be based out of the Chinook Building, located at 401 5th Ave in Seattle, and will work onsite as required by the supervisor, with the remainder of the work performed via telecommuting.

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Job Duties

  • Co-lead the Division Leadership Team that provides strategic, policy, programmatic, and budget oversight for the division and in alignment with in the Department's Strategic Plan and County priorities;
  • Provide operational leadership and support to ensure that programs can successfully meet their goals and objectives;
  • Provide guidance and direction in strategic and business planning, performance management, staff/manager development, and employee engagement; Lead human resources and labor management and negotiations work for the division;
  • Oversee and supervise operations/program management staff;
  • Lead and oversee change management and quality improvement processes within the division;
  • Implement enterprise-level (that is, County, Department, and division) priorities and initiatives
  • Actively help to create and sustain a healthy and productive work environment;
  • Work to create an anti-racist system through the improvement of work processes and practices;
  • Represent the director and the division on various workgroups/committees as assigned. The Deputy Division Director will also take on special projects or other duties, as assigned.

Experience, Qualifications, Knowledge, Skills



Our Ideal Candidate:
  • Five years of progressive leadership experience in a governmental health department managing multiple lines of business with staff of 50 to 100 people
  • Demonstrated experience advancing equity, inclusion, and belonging and creating anti-racist systems through employee engagement and improvement of work processes and protocols in a government setting.
  • Experience with managing programs that serve and work with racially diverse communities preferably in public health or a closely related field.
  • Managerial experience including hiring, staff supervision, program management, performance management, professional development, and change management.
  • Skilled in priority setting, effective decision-making, and team consensus building.
  • Experience with developing and managing work processes, ensuring deliverables, and communicating results.
  • Experience providing strategic guidance and/or implementing enterprise-level (that is, County, Department, and Division) priorities and population health initiatives in a government setting;
  • Excellent written and oral communication skills.
  • Ability to create a climate in which people want to achieve their best; can motivate managers, staff, and teams; enables co-workers to grow and succeed through feedback, instruction, and encouragement.
Desired:
  • Experience in overseeing programs that include elements of grant making, provision of technical support to communities, and capacity building in underserved communities.
  • Experience working with diverse group of staff ranging from communications, policy, and program staff to data scientists.
  • Experience with collaborative work and negotiation with labor representatives.
