Summary
The Accounting Services section in the Admin division comprises three units; Payroll, Accounts Receivable, and General Ledger and Accounts Payable.
The BFO IV manages a team of six professionals in Accounts Receivable unit with various roles and responsibilities. Strong team management ability is key for success in this role. Supervision involves coaching, mentoring, employee development, performance management, team building, and recruitment in a fast-paced, deadline-driven, and high-volume daily processing work environment. The Accounts Receivable team lead is expected to have a highest acumen in understanding federal and local government grant billing and compliance requirements, including the audit and budget aspects of the grant management cycle.

IF TELEWORKING:
(Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. Job Duties
- Supervise and lead employees in the Accounts Receivable unit, including planning work assignments and conducting employee development, conflict resolution and performance evaluation.
- Collaborate with contracting team to understand the nature and status grants and contracts.
- Develop, implement, and administer accounting policies and practices for a portfolio of federal and non-federal public health programs in King County.
- Direct the division's internal and external audit process, respond to audit concerns and ensure findings are mitigated and corrected.
- Serve as the Billing Lead and subject matter expert.
- Review incoming receivable agreements/contracts and make updates to awards and projects in EBS.
- Prepare multiple accounting entries to move revenues onto correct grants or County-funded projects in accordance with County policy.
- Direct the fiscal close process at year-end by identifying the need for accruals (revenue and expenditure), assisting program staff in estimating the value of such accruals under GAAP, and recording these accruals in the County's general ledger system Oracle eBusiness Suite (EBS).
- Ensure provision of ongoing support to program staff by reconciling ledgers, reviewing grant billing requests from program staff, identifying allowable and unallowable charges in the County's financial system for various grants and preparing financial reports for program staff.
- Work with program staff and funders to process grant billing requests.
- Monitor the revenue and expenditure BARS along with all reports associated with it.
- Monitor the status of aging receivables, burn rates, and other performance metrics, and work accordingly with division staff and funders.
- Ensure reconciliations between subledgers within EBS, and prepare reconciling journal entries.
- Prepare award-level and fund-level reconciliations for federal and state reporting. Assist in the annual preparation of the King County Schedule of Expenditures of Federal Awards (SEFA) report, the Schedule of State Financial Assistance (SSFA)report, and with other federal, state, and local reporting requirements is done in a timely manner.
- Manage the cash and cash equivalent collection and recording.
- Provide authoritative technical and analytical expertise in resolving grant-related issues.
- Provide training and assistance to division and central staff involved in the processes.
- Perform routine, miscellaneous and ad hoc leadership duties, cover AR team roles, as well as other related tasks as required.
Experience, Qualifications, Knowledge, Skills
Required:- A degree in accounting, business or other relevant studies
- Experience in government accounting, particularly in accounting grants billing and revenue accounting
- Demonstrated leadership skills, including building, and maintaining cohesive diverse team
- Proven ability to function effectively in a fast-paced, high-pressure environment meeting competing deadlines
- Advanced (5 + years) working knowledge of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS)
Preferred :
- Master's Degree in Accounting, Business, Economics or Finance, and/ or work relevant experience supported with certification as CPA, CMA, or CGFM, and/or experience with equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to lead an accounts receivable team. Advanced knowledge of and skill in applying various government financial and accounting principles, practices and methods;
- Advanced knowledge of various automated financial management systems;
- Advanced knowledge of and ability to implement federal, state, and local legislative guidelines;
- Advanced knowledge of grant management and grant billing requirements for federal, state, and local awards and contracts;
- Advanced knowledge of and skill in applying theories, principles and practices of accounts receivable administration
