Summary



PLEASE NOTE: This is an internal department recruitment, only current Department of Adult & Juvenile Detention (DAJD) employees who meet the minimum requirements may apply.

This is a career service exempt position which serves at the pleasure of the hiring authority. The Major is a uniformed employee of management rank assigned to serve in a leadership capacity. This position oversees all the daily detention operations of the Maleng Regional Justice Center (MRJC).

The Major is a change agent and leads business operations and employees by exercising fundamental leadership competencies; serves as a role model for subordinates and the public; monitors and influences budget decisions, and addresses challenging operational practices and staffing plans to ensure efficiency. The position also assures that day-to-day operations are coordinated with other agency partners whose work intersects with DAJD. The Major reviews all written staff reports to identify potential performance deficiencies and takes proper corrective action when necessary. The Major demonstrates each of the county-wide values, department mission and vision, strategic plans, guiding principles, core values, and promotes the county and department commitment to equity and anti-racism.

Additionally, the Major serves as the PREA Compliance Manager for their assigned division. The Major will also set and monitor facility goals and objectives and participate in or chair a variety of committees regarding Department issues and is a member of the Department's Senior Management team. This position may be assigned to either facility and will work under the supervision of a Facility Commander.

Job Duties



The job description is an overview and is intended to describe the general nature and level of work being performed. It is not to be an exhaustive list of all the functions and tasks required of this position.
  • Oversee facility operations including resident housing, Intake and Release operations, Court Detail, Resident Management Services, and Maintenance and Supply.
  • Recommend and assist in the implementation of goals and objectives; develop and implement policies and procedures; interpret and explain orders, policies, practices and procedures, and other operational and programmatic information to subordinate personnel. Participate in developing the department's core business plan.
  • Plan, direct, and administer security activities; responsible for security and surveillance of building perimeter and grounds; maintain resident discipline and resolve difficult security problems.
  • Supervise Captains, Sergeants, Corrections Officers, Corrections Program Managers, and other assigned staff; monitor staff activities and performance of cook/bakers, leads and manager.
  • Plan and direct sanitation program for the facility.
  • Oversee shift, furlough, and duty station assignments; ensure all emergency plans such as riot, earthquake and escape plans are maintained; and coordinate training programs.
  • Administer contracts and respond to grievances.
  • Implement principles of Best Run Government aimed at creating efficiencies and reducing costs.
  • Ensure anti-racist, pro-equity principles are the framework by which work is conducted and responsibilities as a Major are carried out.
  • Oversee special departmental investigations involving department personnel; respond to complaints filed against staff; work closely with the Internal Investigations Unit (IIU) and Special Investigations Unit (SIU)and their investigations.
  • Facilitate various operations meetings to obtain input and develop action plans to resolve problems.
  • Evaluate operations and activities of assigned responsibilities; recommend or implement improvements and modifications; prepare various reports on operations and activities.
  • Prepare cost estimates for budget recommendations; submit justifications for requests; monitor and control expenditures.
  • Provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action necessary to resolve complaints. Work with other criminal justice agencies.
  • Perform related duties as assigned and act on behalf of the Facility Commander in his or her absence.

Experience, Qualifications, Knowledge, Skills



This is a promotional opportunity open only to regular employees of the King County Department of
Adult and Juvenile Detention. The minimum qualifications for this position are:
  • A minimum of ten (10) years of service with the Department.
  • A minimum of three (3) years of mid-management experience at the equivalent classification of Department Captain, Administrator or above.
  • Ability to complete the core training requirements for a supervisory or management position as prescribed by the Washington State Criminal Justice Training Commission.
The most competitive candidates will have current, high-level operations management experience, proven experience with the Department's Roster Management System, budget issues, administration, and investigations. The most competitive candidates will also have critical thinking and problem-solving
skills; excellent verbal and written communication skills; advanced knowledge of the principles and practices of corrections operations, programs, administration, and organization; skill in analyzing
complex corrections department problems, identifying potential solutions, project consequences of proposed actions, and implement recommendations in support of department goals; skill in developing and interpreting contracts, policies, and procedures; advanced skill in handling multiple tasks simultaneously. Demonstrated commitment to equity & social justice with a history of leading employees towards a deep understanding of anti-racist and pro-equity practices.

The most competitive candidates will have knowledge of and a clear understanding of PREA requirements and expectations and the Department of Justice agreement and all its requirements; a broad-based knowledge of jail operations, incident management, and jail policies; understand industry standards and risk/liability issues inherent in correctional facilities and training requirements for staff; demonstrated experience leading organizational changes in security, training, policy, programs, staff development, and hiring; demonstrated experience in the development and successful implementation of policy, proposals and/or jail initiatives; demonstrated experience investigating employee misconduct, including due process rights, how to begin an investigation, conduct interviews, standard of proof requirements, and written summary of allegation and findings. Intermediate experience and skills in Microsoft Office including Word, Excel, Outlook, and SharePoint applications.

SALARY NOTICE: Salary based on the 2024 King County 10 Step Annual/FLSA Exempt Squared Schedule.

WORK LOCATION: This position will work in the following location: Kent Division (Maleng Regional Justice Center, 620 W. James, Kent, WA). Candidates must be willing and able to work in all areas of the facilities and must be in close contact with the resident population.

POSITION TYPE/SCHEDULE: The Corrections Major position is a non-represented appointed career service exempt position, meaning that the individual selected for this position will be at-will and serve at the pleasure of the appointing authority.

The typical work schedule is Monday through Friday, 8:00 a.m. - 5:00 p.m.; however, as an FLSA exempt position, additional/varied hours are routine and may be required. This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA). FLSA overtime exempt employees are paid on a salary basis and are not eligible for overtime pay or compensatory time accrual. All FLSA exempt employees are expected to work the hours necessary to satisfactorily perform their jobs.

Candidates must be able to work a schedule that includes evenings, weekends and holidays and must be able to be contacted in emergency situations. Facilities are operational 24-hours per day, seven days per week. Candidates must be willing and able to work all shifts/schedules.
