Summary
Position SummaryThe Department of Public Health (DPH) is seeking a skilled
Administration Process Improvement Specialist (Project/Program Manager IV) who will bring experience and expertise to support the department in developing "best in class" financial management practices and in effectively implementing a range of process improvements.
Reporting to the Strategic Financial Process Improvement Manager (SFPIM) of the Financial Operations Team (FOT), this position will lead efforts to identify improvements in financial practice, supports the SFPIM's efforts to build internal capacity to meet priorities for management, and will work with the Equitable Contracting Improvement Manager to develop and implement the systems and procedures to sustain gains made from process improvements.
BackgroundThe Administration Process Improvement Specialist will work in the Central Finance group of the Administrative Service Division, Office of the Director. The Central Finance Team is a collaborative and progressive 4-person team that is welcoming, inviting and believes in effective and efficient communication.

Work Schedule:The normal work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm. This position is not subject to the Fair Labor Standards Act and is not overtime eligible.
Work Location:Hybrid work environment. This position will be located at the Chinook Building, 401 5th Ave, Seattle, WA 98104 and will work onsite 1-2 days per week or as needed. The remainder of the work will be performed via teleworking.
Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.
Job Duties
- Collaborate with department and specific division leadership and staff to develop scope, timeline, and project deliverables.
- Lead financial process improvement projects in a large, matrixed organization using Lean or similar process improvement methods.
- Provide project management and strategic support to SFPIM to organize, coordinate, and track all elements of the department's initiative to create a "best in class" financial management system.
- Plan and lead implementation of sustainable improvements identified through the department's equitable contracting initiative.
- Develop and implement department-wide standards and best practices.
- Demonstrate thought leadership through participation in process mapping and presentations.
- Other duties as assigned.
Experience, Qualifications, Knowledge, Skills
Our ideal candidate will demonstrate the following (Minimum):- Demonstrated commitment to Equity, Race and Social Justice and pursuing changes to policies and practices that address systemic racism and inequities.
- At least three (3) years of effective process improvement work in administrative processes in a large institutional or governmental organization.
- Demonstrated experience and skills in working with diverse teams including setting clear expectations, active listening, and providing constructive feedback.
- Demonstrated experience, knowledge, and skills in using Lean or similar techniques in leading teams in identifying improvements to administrative processes.
- Demonstrated knowledge of and ability to use change management practices.
- Demonstrated experience and skills in building trusted partnerships with customers. Demonstrated ability to successfully lead people to bring about desired results in a matrixed environment.
- Demonstrated ability to effectively communicate complex information to different audiences. Demonstrated experience in project management and socializing change.
- Demonstrated experience to simultaneously manage multiple large projects in a fast-paced environment and meet deadlines.
The most competitive applicants will have the following experience and qualifications (Desired):- Bachelor's degree in Accounting, Finance, Public Administration, Business Management, or other related majors
- Contracting experience
- At least three (3) years of working experience in finance in a complex financial environment. Additional experience may substitute for the required education.
- Knowledge of current standards and developing trends in public sector or governmental fund accounting, managerial and financial accounting, including GAAP and GASB.
